Urban boundary issues put democracy to test

Council voted on Wednesday to “look democratic.”
The words were Councillor Diane Holmes’, who may not have meant it ironically. But the description was apt. Because when it comes to deciding planning issues, “looking” democratic is often the best councillors can hope for.
The issue is the urban boundary — again.

Last month, the city lost an appeal at the Ontario Municipal Board over the amount of land to be added to the city limits. The previous council voted for 230 hectares, while the city’s planning department had recommended an additional 850. Developers appealed council’s decision. The OMB sided with staff, as it almost always does, and so another 850 developable hectares for Ottawa it is.
But that’s not the end of it.

Councillors now have to confirm exactly what bits and pieces of land get welcomed into the city’s fold. There’s already a list, but it’s from 2009. The city’s lawyers want to conduct a mini-consultation over the next few months to see if there’s any new information that officials should consider before confirming that two-year-old file.
